CORE, Central Oceanic Records Exchange, is a system designed to maintain vital records for the various ministries, both criminal and civil in nature. Completion and understanding of this course is mandatory for all those who have roles that involve use of this database.

Learning Objective : To educate students with the knowledge and skills to be able to use CORE database in regards to their ministry appointed role.

Important Notes About Usage

  • By default, CORE displays all public records, if you are an authorized user ensure you login with the credentials provided to you by your supervisor.
  • Always be sure you are in the right ‘Record’ tab selected for the function you are preforming. This can be set by clicking the drop down at the top right next to your name.
  • When submitting a record make sure you select a ‘category’
  • All submissions and edits are recorded.
  • Searches can be used by utilizing the “Filter’s” at the top. You can. Also search by record # (if known) or names in the search bar.
  • Every record is assigned a unique ID.
  • If you’re confused about a function ask a supervisor

Using CORE Tutorial

Basic CORE Screen. #'s Reference

View Records Screen

  1. View Records Tab - This button allows you to search and look for CORE records in various databases.
  2. Submit Record - This button allows you to enter in a new record into CORE. I.e new bank account, MiniLuv report.
  3. Template Buttons - These two buttons give a direct link to useful templates (listed below) for MiniLuv / MiniPlenty
  4. User Info - This states the name of the current user that is logged in and their rank.
  5. Database Tabs - This is one way to select which database you wish to view by clicking on the appropriate database name.
  6. Filters - This entire section is focused on different search conditions that one can use to locate a particular entry such as who entered it, date or a particular offense.
  7. Search - This is the BEST way to search / filter for a particular record. You can search by subject name or ID # . Subject ID # or last name tends to be most effective
  8. Viewing Records - This section is all records that are visible to you that meet your criteria. Some results may be hidden based on your position.
  9. Submit Record - This button allows you to enter in a new record into CORE. I.e new bank account, MiniLuv report.
  10. Current Database / Database Dropdown - This is very important to set before submitting a new record so you don't accidentally submit in the wrong place. Can also be used to select a database to view.
  11. Record # Search - If you know a number of a particular record you can search it here, however, it will only appear if you have access to it.
  12. User Info - This button pulls down information on the user / log out button. You can change your account password here too.

Submit Record Screen

Submitting a CORE Report reference.
  1. Category Dropdown - This determines the type of record that is being submitted. Choose the appropriate one or ask a supervisor.
  2. Severity / Priority - These are not used as frequently but establish the importance of the record
  3. Assign to - This dictates the supervising authority of the record, this is left blank and will be assigned as the record is reviewed.
  4. Summary - A brief statement of the record. Most records include the subject's name i.e Financial Records, Background Checks, Driving Records ; While Reports and Citations describe the Act itself. When in doubt follow the majority of records that are similar.
  5. Basic Information - This is where the templates pertaining to the record type are utilized.
  6. Additional Narrative - Additional statements or report. Not usually used outside of the MiniLuv.
  7. Charge Summary - Where the criminal offenses are summarized by a supervisor. Not usually used outside the MiniLuv.
  8. View Status - This determines the accessibility of the record. Most of the time this can be left unchanged.
  9. Submit Record - This button submits the record, before doing so ensure that everything is filled out right and SAVE all text on a document in the event there is an error. Most of the time records are submitted without issue but saving your work before submitting is always recommended.
  10. Current Database / Database Dropdown - This is very important to set before submitting a new record so you don't accidentally submit in the wrong place. Can also be used to select a database to view. ALWAYS CHECK THIS BEFORE SUBMITTING TO ENSURE YOU ARE SUBMITTING TO THE CORRECT DATABASE.

Notations

Notations are supplementary to an existing record, while the importance varies from ministry to ministry. These can be supervisor comments, reviews, follow up notes on the record to additional financial entries for the MiniPlenty. It is important to speak with your supervisor about your ministry's expectations regarding notations. When in doubt you can analyze how other similar records are handled with notations.

* One roster per each day. Officers are to add their names to a daily roster that they worked. All 'events' are to be added as notations for the day it occurred.

Precinct Commander : This is the highest ranked uniformed officer in charge of precinct.
Supervisors on Duty : These are Sergeants, Lieutenants and Captains that worked that given day.
Officers on Duty : These are the uniformed patrol officers that worked that given day.
Active Warrants : These are people who are actively wanted on charges or for questioning by the state police and should be detained.
Priority Patrols : Areas of the city that the precinct commander has decided should be given priority.
Precinct Commander's Comments : Comments issued by the precinct commander.
Passdown Notations : Information from previous shifts or days that may be of importance.

Firearms License interviews may be taken by any member of the state police, however, may only be approved by a Captain or Lieutenant per Oceanic General Laws.

Reports

Subject Name : Name of person as appears on ID card . Subject is the main focus of the report.
Citizen ID : ID number of person as appears on the person's ID card
Reporting Party: Name of person as appears on ID card. This can be used to describe who reported incident.
Citizen ID : ID number of person as appears on the person's ID card
Reports are miscellaneous supplementary documentation, they do not have to follow any preset format, however they should feature the names and IDs of anyone mentioned or involved in the event being written about. The date and location of the incident and any other relevant facts should also be included.

Reports can either utilize subject or reporting party to describe participants. Some reports may have one or both. Officers can better describe the participants by separating those involved with the citizens that are just reporting the behaviors.

Ministry of Plenty Templates

The Ministry of Plenty, has a database composed of all vital financial records of Oceania very similar in structure to CORE. Completion and understanding of this training is required for all Ministry of Plenty employees.

  • Records are 100% confidential in nature, only authorized users may access the database and view the records within.
  • Always be sure you use the correct ‘Record’ tab selected for the function you are preforming. This can be set by clicking the drop down at the top right next to your name.
  • When submitting a record make sure you select a ‘category’
  • All submissions and edits are recorded.
  • Searches can be used by utilizing the “Filter’s” at the top. You can. Also search by record # (if known) or names in the search bar.

  • Always be sure to enter notes in explaining deposits, withdrawals and other changes to an account.
  • Be sure to link related accounts owned by a person I.e savings, financial records and deposit box accounts. This can be done by referencing the account number in the box.
  • Clerks are reminded to enter all changes into all effected accounts as well as each personal account. Such as John Smith was paid by the MiniPax $1,000; One would make note this to Mr. Smith's account as well as the MiniPax's account.
  • Ensure that all records match their balances.
  • Audits happen and all actions are recorded.

Reason for Loan: Why is the loan being taken / requested? Ensure it is complaint with loan policy.
Amount Requested: The amount that the loan is for ensure that it follows loan policy.
Weekly Payment: Divide the total amount by 3 since most loans are paid back over 3-4 weeks.
Interest Rate: See MiniPlenty Rates for loans and their loan type
Estimated Interest: Apply the interest rate to the value of the loan.
Collateral: Any known collateral or property to be taken in the event of nonpayment such as cars.
Existing Accounts: List their existing financial account #<account number>

New loans must only be issued to account holders in good standing for at least one week and follow MiniPlenty policy pertaining to loans.

Verify payroll rates here.
Authorizing Party : Name of person filling out payroll sheet, specifically the bureaucrat in charge of the corresponding Ministry.
Staff : List each employee of the ministry by name | employee grade | the number of days they worked / getting paid for | the amount of pay for days worked decided by the payroll chart. | This is the format to use.
Previous Balance : The balance of the Ministry account prior to payroll
Total Payroll : Add up all staff payrates listed
New Balance : The balance of the Ministry account less the amount on payroll.

This record is only submitted to the Ministry Budget accounts. Each bureaucrat fills this out and submits it to their budget. This is then used as reference for the MiniPlenty to disperse pay to individual employees using the Payroll Receipt.

Payroll Notes : This mirrors the format in a payroll request. List Ministry they work for | employee grade | the number of days they worked / getting paid for | the amount of pay for days worked decided by the payroll chart.

Amount : The amount the employee is being paid
New Balance : The balance of the employee's account after they have been paid.

This is utilized when MiniPlenty actually pays state employees based on Payroll records. This is submitted as a notation to each employees account.
